This forthcoming work develops a comprehensive ranking of city districts using MOORA and related multi-criteria evaluation techniques to identify urban-economic potential in a structured, comparative way. The project is motivated by the idea that urban development capacity cannot be captured by any single indicator; instead, it emerges from the interaction of infrastructure, economic intensity, accessibility, and locational advantage.
The ranking framework synthesizes multiple dimensions into a coherent district-level ordering, allowing urban planners and policy stakeholders to identify where economic capacity is already concentrated and where latent development potential remains under-realized. By combining quantitative ranking logic with urban-economic interpretation, the project bridges methodological rigor and practical planning relevance.
